BLUF: Medically Retired SGT, Active Duty Army. Hard-drive with DD214 destroyed. HRC and NA both don't have record of retirement. Who do I try next?

As it says in the BLUF, I medically retired out of Fort Carson in 2017 as an active duty sergeant. I then received my official move to the permanent retirement list in 2020 - at least according to the award they sent me. 100% disabled.
I just moved after shitty landlord kicked me out on literal Christmas. In the shuffle, the hard-drive with my military records got damaged and I didn't notice until I bought a new car - old one was stolen and then destroyed - and went to get my disabled veteran license plates. So I hit up the national achieves, they sent me most of my records but I was missing my DD214. They say, in the follow on correspondence, to contact Human Resources Command, which I do. HRC says they don't have it either and to check IPERMS, which I'm working on but not hopeful about.
Thus, I turn to ya'll.
I have tried calling Fort Carson Deers for help but they only have a voicemail.
I am within...4 hours of Fort Carson, so worst comes to worst I can drive down.
