vespa pk 50 xl setup question

My setup is currently: 75cc DR, 16.16 carb, sito plus exhaust and stock gearing. It only does 55 kmh. With the same setup but with 50cc instead it did 52-53 kmh. I'm planning to buy a 18/67 gearing (3.72) or even 19/67 (3.52). Is the gearing the bottleneck in my current setup if so does anyone know the speeds it would run with those gearings?
