Price point on this 1973 Vespa Sprint 150

Motorcyclist into old cars and old bikes. Not yet owned a vintage Vespa or spent a lot of time pricing them. The add states "100% mechanically rebuilt" (I've not yet looked at it, don't know if there are any receipts or its a backyard refresh). Claims 12k on the odometer. Looks a little bumped and bruised but I kinda like that about it. They are asking $4,500... Thoughts?
