I don't get why so many people are upset about the price of the DLC

If you don't care about re-skins or whatnot, just don't buy it. You can still play the maps without it. It's basically free DLC with an option to pay for it. There's no reason to complain about something that's free, or is there?
It's very simple: you care about one or multiple things on the below list enough to spend the money and therefore buy the DLC - or you do not, and just play the maps without buying it.
- being a completionist
- the devs (yes, some people actually like to support games they enjoy)
- future DLC (which this would potentially fund)
- reskinned cosmetics (I hear some people like to wear differently colored clothes too)
TL;DR: It's basically free! ¯\_(ツ)_/¯
