I think it would help solve the green dust problem by giving loot boxes a chance to have other boxes in them. Similar to how you get deeds is how it would determine which box you can receive.
Example:
Open commendation chest
Get green, blue, blue.
Open another,
Get blue, green, another commendation chest
Idk, let me know what you think. Post your suggestions to try to reduce our solve the dust issue currently plaguing the Crafters of this game
