How do I get my neighbors neglected cows taken away?

My neighbor is a farmer who has barely any money because he almost never works and lives off the support of his family and friends who pity him. He’s an alcoholic who doesn’t take care of his cows at all because that would take $ away from his beer fund.

His cows live in filth. Their shit piles up so high that they can walk over the wire fence. The main reason they try to escape is because he purposely doesn’t buy enough food for them so they will escape and graze across his neighbors fields for free. He wont even do anything about it if you call and say his cows are in your backyard, he just tells you “shoot ‘em if they’re bothering you”.

I want to get his animals taken away at the very least because it’s not right for anyone to have to live in conditions like that, but would this also be considered enough to be charged with animal abuse? I want him to suffer like he’s made those helpless cows suffer ngl. I’d like to stay anonymous so he doesn’t retaliate, as the property im staying at is technically my relatives.

Any help would be great!
