Are dreamstones broken?

I'm wanting to craft more catalysts, but my issues is with being able to infuse them, I'm not finding dreamstones. I used to get a bunch early lvls a couple weeks ago but now I'm lvl 19 and I'm not getting any.
I just ran a custom vault that had 2x opulent and looted 66 gilded chests, not a single dreamstone. Is this a known but/loot table issue?
