When to choose ap or ad

So when is optimal to be ap over ad? I’ve been wrecking tanks playing ap Varys bot and popping them with one w is beyond funny. However some match ups I’m just being bursted out of existence. Any advice I can get would be amazing as I want to one trick this demonic archer from hell. Do I also run same runes for ap and ad?
