Stupid Question about RTAs

Hey everyone I just had a question. I've been using my Blotto for a couple weeks. I find after about 2 maybe 3 days depending on the juice I'm using, the cotton is burnt. When you use an rta and need to refill your tank, do you drip liquid onto the cotton and coils before filling it up? I've looked for the answer to this question online and can't seem to find it.
