Ignorant question

Pardon my ignorance. I've never played any VR game or even wore a VR headset.
I am starting to see multiplayer FPS and RPG games that are VR only. I'm assuming VR only means that mouse and keyboard controls can't be used in any capacity and that motion tracking is required.
Is it harder for people to use cheats on VR only games? This would be a huge selling point on VR for me if I could play a game like Rust and not have to deal with so many cheaters.
