I feel like there's not much else Riot could do about smurfs, short of requiring some sort of premium time in addition to level 20 for ranked. You already need level 20, which is at least a few days of playing. And skins are so expensive that it's a horrible idea to throw money into two accounts. The only other thing I can think of is to allow friends to play together regardless of their rank, but even that is double-edged and will require a ton of backend work to implement properly.
Perhaps they could implement a feature to better determine the skill level of new accounts, so smurfs will be placed in the elo of the player sooner, even before they reach level 20, perhaps.
But all things considered, I do feel that smurfing isn't such a major issue that it prevents you from ranking up. It can either benefit you or hinder you, but because it should be about 50% each way, technically, it should even out. But I get it. It damages the integrity of the match.
