[Help] Trouble with Vive controller: Can't use right side of click wheel to rotate camera or move right, on both controllers

Instead clicking them does hand gestures and stuff. I'm sorry if this is a very obvious, dumb question, but I couldn't for the life of me figure out how to let the right side of the click wheels let me rotate camera right, and move right. I can only do that with the up, down, and left side of the click wheel.
How can I adjust this?
