Friend's avatar is not moving for me despite them moving on their side

So whenever I join on my friend they are stuck in the middle of the world, doing the default desktop pose (they are using vr)
They say they are moving fine on their side, and see me moving too, but I just see them stuck. Everyone who joins them see them stuck. Rejoing the world fixes it for a minute, then they freeze again.
They tried not using ovr, didnt do anything.
