Confused by how VPN pricing works?

All of the VPN providers say they are having a really good deal of lets say £2.50 a month but when you click on the page it says (In small text) something along the lines of (x amount billed every year) Its the same for them all, are they being deceptive and going to charge total sum at the end of the year. Or is it like a contract paying that low price for a year?
