Very short jump problems

I'm trying to use VLC as a transcription software, so I have hotkeys to do very short skips backwards and forwards (found at [this site](wiki.videolan.org/How_to_use_VLC_for_transcription_in_linux) ). But by the time I'm 20-30 minutes into the file, instead of skipping 3 seconds back, it will go back about 37 seconds, which really slows me down. Any advice on how to fix it? Thanks!
