What caused pelipper to become the better rain setter?

Within gen 8, a lot of players have said that politoed was the better rain setter; however, in gen 9, pelipper started to rise to the top instead. In addition, both of them didn't really receive any new tools that I can think of at the top of my head.

Why is this the case? Is pelipper's niche of a wide guard user more valuable in gen 9 with the increased amount of spread moves? Or is pelipper's offense better when there isnt any dynamax to worry about?

Everyone already pointed out all the good features of pelliper, but I'll also note that politoed lost scald, and losing your best, and often only, attacking move definitely hurts
