Looking for a UPS for USB power.

Hi, i have several usb pd chargers and usb battery banks (not pd) that allow safe simultaneous charge-through.All of these devices have one glaring issue:
- charger: when adding/removing devices the power to active connections resets
- chargthrough batteries: when adding/removing charging power, the connection resets.
This is quite a neucance as i have sbc's ie(raspberry pi's , esp32's, quark quantum board's) these computers require stable power.So is there some sort of USB UPS i can buy. will only ever need 30watts for 3 seconds max.
#1 reason is i want solar power pass through on my battery banks with out restarting the SBC.
