How do you usually answer this stupid default question without any details from a client?

I love when a client posts his job offer containing description like "I need to get XXX done within XX days. The budget is X"
and OBLIGATORY default question
"Do you have suggestions to make this project run successfully?"
Yeah, sure, I have a bunch of suggestions how to raise your budget for a freelancer!
