Could a professor fail an entire class?

Could a professor fail an entire class, if they say were a really bad teacher, gave really harsh tests and was a hard grader.
I have a friend in an big brain class, and the smart kids be failing tests and the teacher says he refuses to curve anything.... Would he be allowed to just fail the entire class?
