Merit scholarships for continuing students?

When I enrolled as a transfer sophomore last fall, I was given 5250 that was just listed as "institutional grant" under my financial aid with no indication if it was a merit or needs based grant. I had a 3.64 from the school I transferred in from. This year It's pretty likely I'll finish the year with a 4.0. Will I be eligible for university merit grants, or do they only account for first years? How does this work? Thanks

Edit: so I called ofsa, it's a need-based grant that will reapply every year based on need. However since I didn't get a merit based grant this year when I was admitted I won't ever get one. I asked why I didn't qualify since I had a 3.64 and they said that would be a question for the admissions office. I can't get it anyways so I'm not going to bother calling them.
