Can you neigh a Yay before it is played?

We are finding the Yays to be a bit overpowered, and as such, a question has arisen that is causing some controversy.
Camp 1: The Yay doesn’t take effect and can be neighed as it is being played.
Camp 2: The Yay hit the Stable upon being played, immediately takes effect, and this cannot be played.
How do you handle this in your games?
