What abilities and items do not work as advertised?

I was very disappointed to learn that the Rogue's Active Steal does not work like Passive Steal, even though both say that the character steals all of the target's AP or PP, respectively. I'm not sure if it steals only one AP or leaves the opponent with only one, but either way it is not what is described.
What other abilities and items have you found do not work as expected, for better or worse?
