What does "questionably legal" mean?

I feel like a lot of the posts are going beyond "questionably legal" (and have seen lots of reports expressing the same sentiment) but I'm torn as a mod on how to draw the line.

Some posts on here are just blatantly illegal. Intentionally scanning the wrong barcode, stealing soda from restaurants, etc aren't "questionably legal". Everyone knows that it's just illegal and you'd either get fined or imprisoned if caught.

Questionably legal would instead be more along the lines of tricking those businesses into giving you those items/discounts. Like pretending to be a charity, exploiting promotions, etc, but even then, it's probably (albeit less obviously) still illegal.

This isn't "my sub", it's ours, so I'm hoping to get your ideas on how to define the rule (if at all) to make this a better sub.

What do you think? What should the rule say?
