ULPT request: my cousin is in an abusive relationship

Her son and her are being isolated from the family slowly, to the point where she only calls her mom once she leaves the house. Her son has been bit multiple times by his dog, he is 9. He us getting surgery on some other injuries today. We have tried talking to her, she shuts down and says everything fine. We have told her song to call us if something happens but they have shut him off from any technology. What can we do to get her son out of there?
