SWD Long Haul removable hip belt torso length

if you get the removable hip belt its advertised as adding 4 inches of adjustment to the torso length. does anyone know if this increases the bottom or top end of the size range? i.e. is the size small (typically 16-18) now in the range of 14-20? 12-18? just curious if anyone has asked this before, before i bother SWD with an email
