So, what happened to Muramana and does it still work w/ Udyr?

I noticed the change in the item wording, and I'm confused about if it only procs against champs now moving into a laning only item. I know we don't necessarily need mana with our Jg regen, but I also REALLY used to enjoy using Ezreal's build against him when he was on the enemy team.
So is it a never buy? Or just not as gold efficient without our mana dependency.
