What does the current UDOT travel advisory mean for LCC?

Hi there! Coming into town for a week and was wondering what this advisory means. What is a spotter? Should I be messing with LCC at all or stay in BCC? Why would the canyon be open at all?

โ€œLittle Cottonwood Canyon (SR-210) is open to all travel. Extra safety measures during day until (5/8/23). 12 p.m. - 6 p.m.: spotter/signal to stop traffic if hazard present. 6 p.m. - 12 p.m.: no spotter, travel at own risk.โ€
