"Acceptance required" stamp on a letter that I marked "Return to sender"

Hello,
I got a letter in the mail addressed to one of the former residents of my apartment, so I marked it "Return to sender: recipient moved, left no address." I also crossed out the POSTNET barcode since I've previously had letters automatically sorted back to me even after marking them "Return to sender."
Today, I received that same letter in the mail again, but with "Acceptance required" stamped on the front. What does this mean? How can I accept it if I don't know the person it's addressed to?
