International Letter vs Small Packets - First-Class Package International Service?

I have a record going out to Sweden and I bought postage on PayPal Ship Now and it's usually $24.50 but this time it was $23 and change, I thought I filled everything out right but now when I look at the tracking it says "International letter" under special features instead of "Small packets" - what's the difference? Is there some sort of size restriction for this? I'm probably going to have to void the label but was just wondering. I'll take it to the post office today anyway to figure it out.
