Packages marked as "Delivered" before due date then actually delivered later

So, I get packages sent to me for work purposes with Scheduled Delivery by 12:00PM on a certain day. But, rarely are they ever delivered by noon. Almost every time, my package is scanned as delivered between 11am-12pm and then delivered with the actual mail that night around 5pm.

Now, I have seen other posts where the packages aren't delivered until days later. I do not have that issue but I still get annoyed whenever this happens.

I know the common advice from people here is to call the local USPS office. I did that and was told essentially that it happens.....which I can't believe is an answer given to a customer.

Does anyone have any advice on how to actually resolve this? I understand that USPS workers are over-worked but if mail is scheduled for a time and you can't deliver it by then, shouldn't they say that?
