Deliver but not

I've been tracking my package. It's being shipped to the office. It says it's delivered but when I inquired with reception, they advised that mail had not been delivered yet. Why does the postman/woman scan that they've delivered the package but really it hasn't. I've seen a bag of mail/deliveries get left in the hall in the past. What's up with that?
