USPS CBUs and Residents With No Key/Lost Key

What's the official way to handle residents coming up to a carrier at a CBU and asking for the mail because they don't have a key or lost their key? BUT HAVEN'T put their mail on HOLD or ordered a new key from the station.

Other than checking their identification first what do you do next?

Do you only hand them the mail for that ID only on a shared box. Do you hand them the mail for everyone. Do you stop delivery attend to them? Do you ask them to wait until you've finished delivery before you check?

I notice it happening so much lately and can't understand why they ask the carrier repeatedly multiple days/ months during delivery but don't make an effort to order/pay for the key they lost.

Other scenario people not having key but not living there if you hand the current residents mail to a random who's at fault?
