Something I've never understood as a PSE

I'm a station PSE, have been for a while. I do understand that we're the help but I don't understand the thought process behind placements sometimes.

For one, what's the point of having a "home station" if you're never there?

When I started at my station, a supervisor pointed me out to all the carriers and said "This is our new PSE." Two weeks later, I was scheduled to a different station and then kept getting bounced around our city for a while and never stayed in the same place for more than two weeks. Meanwhile, I notice that some PSEs stay at certain stations for a good length of time, like I've seen some PSEs stay in one spot for a year, year and a half and never leave where they are until they converted. It can be hard to readjust sometimes. Sorry, I haven't been here in a couple months, remind me how you do (this task) because every station has a distinctly different way of doing it? Sure, I'll relearn how to do (that task) even though I'm going to be in a completely different spot in a few days where it's done in a much different way. And then the regulars look at you like you're a brain dead idiot for not doing it in their specific way that you haven't had to remember how to do for half a year.

And sometimes stations don't gain or lose a person as they're reassigned. I've seen this all the time. One week at Station 1, there's PSE A and at Station 2, there's PSE B. The very next week, A and B have been switched for seemingly no reason. Why not just let them stay where they are? And why does Station 3 need half the PSEs the city has to cover for two people being on annual? Normally the station has 2-4 and now there's 10. Makes no sense.
