Delayed SMS, missed calls on Wifi Calling (Warp)

I have terrible Verizon reception at home, so I have wifi calling turned on. I have great internet and great wifi mesh throughout my house, so shouldn't have any network problems. However, when my S23 Ultra is using wifi calling, SMS messages are sometimes delayed by hours and I often get a voicemail notification without my phone having rung.
Is wifi calling actually working for receiving? I can turn airplane mode on, turn wifi on and make calls, so outgoing appears to work. I don't know why receiving calls/texts is so spotty.
