I see a lot of people mentioning financial struggles here (and everywhere, to be honest) so I figured this would be some solid info to share. MARADMIN 673/22, just released today, implements a Basic Needs Allowance for low income Active duty Marines. You should read the MARADMIN yourself, but here's some key takeaways:
Eligibility: If you have at least one dependent and your entire household earns less than 130% of the federal poverty guidelines (FPG) for your area, you can apply for BNA. This is gross income (before taxes) of everyone in your household.
This link is 2022's FPG. Keep in mind that these numbers are for 2022, and the 2023 numbers will drop mid January. So, find your location (CONUS, Hawaii, or Alaska are your choices) and find your family size. Then, take that number and multiply it by 1.3 to find the cutoff for you to get BNA.
You'll simply submit an EPAR and it'll be pretty straightforward as best I can tell, though I have obviously never done it before.
Example: You're a married Lance Corporal (2 years TIS) stationed at Camp Lejeune with one kid. Your base pay is $27,558. BAH and BAS brings you to $49,620.72. FPG for CONUS with 3 family size is $23,030. 130% of that is $29,939. So this LCpl would not be eligible.
It seems like you pretty much have to be a junior Marine with as many kids as possible to be eligible. I could be misinterpreting the eligibility, or maybe the cutoff is just very low. Either way, this is a good thing to look into and understand for yourself and anyone who you're responsible for.
