Question about USAA not paying us out for a totaled car.

Over a month ago my wife totaled our car. We bought the car just about two years ago but she never registered it with the DMV and I was unable too as I have been overseas the past three years or so. USAA is saying they can't pay us out because the car is still in the previous owners name even though we have the bill of sale. Can we even get the car registered if its totaled? Do we just need a new title or a complete registration? I am very concerned and don't know what steps to take or how to help because I am a ocean away.
