Frustrating delivery issue

I ordered a phone from T-Mobile a few days ago and I never received my package. So I go online and try to file a claim with ups. I get a message saying that I can’t file a claim and that I need to contact the shipper who told me to do so. So I contact ups and T-Mobile and they’re both telling me to contact the other party to submit my claim. I’m out of my money and my phone as it stands and neither side is helping me make any progress. What should I do?
