Need help understanding routing

Iām just curious how the routes work and are optimized. My company receives anywhere from 15 to 100 packages a day. We used to be routed in the 2ās and 3ās which was late morning and slowly we got pushed back to the 8ās where now we get deliveries around 6:15. Drivers stop by during the day taking breaks in the parking lot and using the restroom which we have no issue with and we are in a business complex in the middle of town. Iām just curious what would cause the change in delivery times.
