Package successfully intercepted but back out for delivery?

Hi, I sent a ups package to a place a couple hours away/in my state. I intercepted the package successfully and it's to be returned to sender. It seemed like everything was on track but I noticed that the package is out for delivery again at the place I rerouted it from even though it still shows the package is to be returned to sender on the tracking. What could be the issue? Anyone seen anything like this?
