Package still in customs?

Hey my Girlfriend has ordered last week 2 packages from California in the same order. So now one has arrived on Tuesday but the other one is still as of ups in customs. But both were at the same step at the same time. But the one is still there. Has anyone an idea why ? Ups support just says the same thing like on der website.
