Anybody ever had to go above a professor?

Has anyone ever had to report a professor to a dean or someone higher up in the college due to unfair practices? Ie. Not responding to emails, poor grading habits, unclear instructions, etc.
If so, what was the situation and was anything done? I just wanna waste my time if the process/results are a joke.
