Free call forwarding?

I have Giffgaff on a SIM on PAYG. I had the impression call forwarding was free, not realising it is charged as a normal call so ended up spending nearly £20 on a single call.
I just need a network plan where I can receive calls for free/cheap and forward the calls to my main number if there is such a thing?
