Can one receive scholarship for foundation using only their AS levels? And if yes, which universities accept that?

I'm looking at potentially going to Foundation rather than doing my A levels but due to cost, it's only an option if I manage to aquire a scholarship. My IGCSE results are relatively high and my AS level results are expected to be good as well. Thank you for your time!
