What to do when you received a very high fidelity wireframe?

I recently joined a company as a UI designer. I was assigned two tasks to deliver, but when the UX designer gave me the handoff of the wireframes, they were very clear with imagery, illustration, and information. Honestly, I just made some tweaks on spacing, added color, checked contrast, and adjusted typography size. This was very uncommon for me because I felt the design was 80% done. Is this normal? I think this is the first time it has happened to me to receive everything so clear 😅

If you've been given wireframes that are directional as far as design is concerned, and they're 75% of the way there, then your job is to add the remaining 25%. That 25% is a BIG fucking 25%.
I'd have removed you from the project also.
