can an urbana landlord charge for cleaning?

taking a deep dive here into urbana ordinances. i know that carpet cleaning is not allowed to be charged to the tenant beyond normal wear and tear (sec. 12-20(d)). What about general cleaning of the unit? my landlord charged me $200 to “clean” our unit, in addition to another $200 for carpet cleaning. i took videos before moving out to prove it was clean.
