It's essentially a rubber stamp which signifies that the UAPIST answered the basic questions this preliminary research project was supposed to address.

However, the UAPIST (as a body mostly made up of independent people who are not part of NASA) did not have the authority to send their report up to the NASA administrator themselves, so this at least gets the open UAP science ball down the field another yard. A small win.

It should be noted that this is not a guarantee that NASA will actually conduct any future open UAP science. Public pressure for government UAP transparency will help.
