An agency can choose not to tell anything at all congress about a Special Access Program, as long as THAT SAME AGENCY determines it would be "bad" for national security.
As long as they pass a note that says "sorry, we cant tell you about some things, trust us", they can hide
- Names
- How many programs
- How much money they cost
- Who has access
- what they do
they can literaly hide anything forever, from everyone, including the president. Thats why we need whistleblowers.
