Just curious, what is the level cap for players?

I honestly always thought, judging by the prerelease metagame (from the common test), that the rating cap was 91 for any player (so whether you bought Watkins or Lautaro, they would always cap out at 91). But that they would continue developing till you had every skill on High Effect. Is it still that way or are you able to develop players beyond 91 now? (Rating wise, not talking about the continued leveling for skills).
