Why are hospitals so atrocious at keeping T1Ds sugars in check?

I (27F) have had T1D for nearly two decades. My father (52M) is currently in the hospital for cellulitis. They keep giving him small amounts of insulin. His sugars are running in the 300s consistently, yet they won't give him more insulin.

I've been in and out of hospitals consistently for a majority of my life and once had a nurse leave me for 3 hours after my sugar was like 350 and she asked ~if I still needed insulin~

Should I just demand I control my own diabetes management while hospitalized? I sincerely don't understand why so many doctors are out of touch.
