My 15 year old cousin just became sexually active, and is dating a guy known for lavish lies. How should I talk to her about this?

So I just found out that my 15 year old cousin is sexually active. Shocker to me- we're both from very religious families, and I really value waiting to have sex, at LEAST until you're in love. Based on that value system, I think 15 is waaay to early to be giving it up. I mostly just want to explain the facts to her on that one, and talk to her as her friend. I want to let her know the consequences of becoming sexually active at a young age, and make SUPER sure she knows about the different myths of "I cant get pregnant if..." I want to ask her if she's okay with having slept with a ton of guys by the time she gets married, and talk to her about how to be safe. I'm going to try my best to talk to her like an adult, and make sure she knows what she's getting herself into so that she can make an informed decision about her body. And the guy- oi. I just learned that apparently he tells lavish lies, including that his parents died hunting in Africa. To me that's a big red flag, and my cousin knows about this. Dating a liar is a sure setup for heartbreak IMO. I feel like I should get her a book to read about guys and relationships, because that's how I learned a BUNCH when I was her age. Ideas? Suggestions?
